Your version is 27.2.3, but he current version is 29.1.1
Compile please the new version for arm64. Some plugins not work with 27.2.3

I suggest you report a bug. If the bug and security fixes are significant then the package will be updated.

Ubuntu is not a rolling release and packages can be left if there are no significant issues. This is especially true in the LTS releases

Additionally you have to be aware that Ubuntu is copying packages from Debian (to avoid double packaging work) and Debian does not have version 29.1.1 either.

To speed up packaging for Ubuntu it may make sense to create also a bug report in Debian's bug tracker.
