Ubuntu notification problems

In the top right corner where a notification that comes up that tells you whether your power is low or ur connection is established it works in linux mint and ubuntu 10.4 but ubuntu 10.4 doesnt work on my pc, there is a kind of like glitch in it it comes up funny with lines in it can someone help it is annoying. thanks!

You could reinstall libnotify using those debs (I assume 32bit OS).

Download each deb and double click to install it.
