nvidia-cuda-toolkit's /usr/lib/cuda contains empty directories

/usr/lib/cuda is a monolithic cuda tree shim in the nvidia-cuda-toolkit package according to the 8.0.61-3 entry at
However, on my Ubuntu 18.04.1 system, where nvidia-cuda-toolkit is 9.1.85-3ubuntu1, /usr/lib/cuda contains empty bin, include, and lib64 subdirectories. Were these supposed to be symlinks like the nvvm/libdevice subdirectory?
