I haven't noticed any problems using Wubi or mounting NTFS from normal dual boot (12.04.1) with Windows 8 - fast start is enabled.

The following is from a fresh Quantal install using Wubi:
bcbc@ubuntu:~$ ls -la /host/hiberfil.sys
-rwxrwxrwx 1 root root 5065179136 Sep 19 22:49 /host/hiberfil.sys
bcbc@ubuntu:~$ head -c 8 /host/hiberfil.sys | od -t x1
