nova-api-metadata service not found in nova-api-metadata package

Hi,
We're trying to rebuild nova-api-metadata package but I dont see /etc/init.d/* files in my package.
Probably something wrong with my rules file.
Could you please share how nova-api-metadata package is built? I checked in
http://archive.ubuntu.com/ubuntu/pool/main/n/nova/nova_13.0.0.orig.tar.gz
http://archive.ubuntu.com/ubuntu/pool/main/n/nova/nova_13.0.0-0ubuntu2.debian.tar.xz but couldnt see these service files, probably they're generated during build?
