How do I insert rest notes into a staff?

I can't insert rest notes into staff and I need to. This also happens when I have a division of voices. I have a rest note symbol but it has a big X and I can't use it.

Press the note length, spacebar and left click. Page 7 of noteedit manual.

Choose a rest length on tool bar ! Choose dotted or hidden
( / see multiple voices) if you wish. Press right mouse button at rest position!
Alternatively you can activate the keyboard insertion mode by pressing the keyboard insert button ( ). In
this case you can determine the insertion position by cursor Left/Right keys. To insert a rest press Space!
