NFS mount works under 16.04 and fails under 18.04

Two laptops, same userid, same /etc/fstab one using ubuntu 16.04 and one using ubuntu 18.04
At boot all fstab NFS mounted volumes work with Ubuntu 16.04 and fail with ubuntu 18.04.

NFS server has a permit rule for *.fully-qualified-domain.us.

if the NFS server policy changes to be 172.16.10.0/24 then access is granted to ubuntu 18.04

What is the difference from the "mount.nfs" code in 16.04 and 18.04?

Can you mount it yourself using the mount command and the mount point?

Did you make the mount point to use?
