Connection refused

Hi,
I was trying to install neutron service under openstack. I have followed the document completely
after complete installation in both controller and compute node with the option self-service network when I run the following command
openstack network agent list
I got an error as follows:

Unable to establish connection to http://controller:9696/v2.0/agents: HTTPConnectionPool(host='controller', port=9696): Max retries exceeded with url: /v2.0/agents (Caused by NewConnectionError('<urllib3.connection.HTTPConnection object at 0x7fe531068e80>: Failed to establish a new connection: [Errno 111] Connection refused'))

please help!!

Is it in a docker? If so then you'll need this
