neutron-l3-agent configuration file location

I see that neutron-l3-agent overwrites whatever is in /etc/neutron/l3_agent.ini when the package is upgraded. Is there a correct location for configuration changes that won't be clobbered by upgrades to the neutron-l3-agent package?

Oops, I just realized that I uninstalled and re-installed this package - hence the overwrite.
