Open System->Preference->Menu Connections select your wired connection and edit it.
Open IPv4 Settings and select Method: Manual, add static ip.

Open 'network-manager' (System --> Preferences). Click 'add', go to the 'IPv4' tab. Click on 'Automatic' under 'Method' and switch to Manual. Click add and type in the static address.

You could use the 'Network Proxy Preferences' (System --> Preferences --> Network Proxy Preferences)'.
