Problem changing IP address in Ubuntu 8.10

In 8.04, doing System > Administration > Network enabled the user to change from DHCP to static and enter IP address, etc. This very useful feature is not installed in Ubuntu 8.10. How can I install it? Why is it not there by default? It can be done via command line editing of a file and executing a command to activate it, but its tedious. Thanks.

You can change the IP address by right-clicking the 'Computers' icon next to the time/date and choosing Edit Connections. Then choose the type of network (Wireless/Wired/etc) and enter the IP address and other information there.

Edit Connections brings up a box with:
Connection Name: Does this matter?
Connect Automatically: should this be checked?
System Setting: should this be checked?
Wired Tab:
MAC Address: I used ifconfig -a and copied the HWaddr for eth0 here
MTU: I left this Automatic
IPV4 Settings tab:
Method: Auto
DHCP client ID: I tried leaving it blank and retried it with MAC address

I can edit /etc/network/interefaces, make changes, and restart the network, and can surf the net using DHCP or set a static
address and talk to instruments on a hub, no problem. But the GUI acts like the file "interfaces" is in charge,
and has no effect. The old GUI in 8.04 was so easy to use.

Connection Name: Wired eth0 (for example)
Connect Automatically: check if you want automatically connect when you login
System Setting: check
MAC Address: ok
MTU: ok
Method: if you want static ip select Manual (Auto use DHCP)

The /etc/network/interfaces isn't modified from Graphical Networking Manager. Is apply the change in a hidden file inside your home directory.

SORRY , Icon is there but when I right click it does not have "edit connection "
