Will network-manager-strongswan 1.4.0 be made available on xenial (16.04) please?

Currently the most recent version of network-manage-strongswan 1.3.1 simply doesn't work:

This bug has been fixed in an upstream release - see https://wiki.strongswan.org/issues/1429 - and should be available in 1.4.0 of the network-manager-strongswan.

I don't see how this can work at all without this fix, so wondered if it's possible to add 1.4.0 to the repositories to make this actually work?

Nearest PPA I could find was https://launchpad.net/~waja/+archive/ubuntu/xenial-backports but it has unmet deps:

The following packages have unmet dependencies.
 network-manager-strongswan : Depends: strongswan-nm (>= 5.5.0-2) but 5.3.5-1ubuntu3 is to be installed
E: Unable to correct problems, you have held broken packages.

I *can* do, but surely this should be fixed in the main Ubuntu repos? As at the moment, it's totally broken... I didn't want to go far as reporting a bug just to gauge whether it's just me doing something wrong really. If it's broken for everyone, then IMO it's a bug (and I'll be happy to report it as such...)

No, it shouldn't at all. The PPA is for the maintenaner. The first P in PPA stands for "personal". If the builder has satisfied the deposit on his or her PC then that's fine. The fact that the debs are available is a bonus but

Packages from PPAs are absolutely no reflection on the quality of the packages or dependencies as the packages are not made with anyone else in mind but the maintainer.

Yes, I know what a PPA is, but I'm saying that the main Ubuntu repository (before I went looking for a PPA) is broken. See the original question. After asking the question, I subsequently looked for any PPAs with 1.4.0 in, I tried the above linked, but it still didn't work.

I'm saying the Ubuntu package network-manager-strongswan (version 1.3.1-1ubuntu1, in universe repo) does not work on 16.04 (with above error in original question). Should this be fixed? I think it should be...
