sudo apt-get update
sudo apt-get install network-manager-openvpn

       But Package network-manager-openvpn is not available, but is referred to by another package.
This may mean that the package is missing, has been obsoleted, oris only available from another source.

So Can I install by the downloaded package?

If you look at https://launchpad.net/ubuntu/+source/network-manager-openvpn you will see that in Xenial the network-manager-openvpn packages are in the universe repository which you have not enabled.
Only from Yakkety onwards network-manager-openvpn is in the main repository.

Try enabling universe as source, and the installation should work well.
