why does NetworkManager take time (3-5 minutes) to detect USB Modem

Using Ubuntu Desktop 10.10;
NetworkManager 0.8.1;

USB Modem ZTE-2736AC (Chinese Telecom Co.)
CDMA EVDO type modem.

Why does it take a full 5 minutes for my computer to "recognize"/detect that a USB Modem has been plugged in before Network Manager can start to connect using the modem?

On my Lucid LYnx netbook it takes even longer! (Network Manager 0.8.0).

What's up? under /dev/ ...ttyUSB0-ttyUSB4 "device files" are set up rather immediately upon installation of the zeroCD modem.

why the delay?
