Alternative to `netselect-apt' or `apt-spy'?

Is there an alternative to `netselct-apt' or `apt-spy' in Ubuntu?
I noted that both of these tools were dropped from Ubuntu because
they were Debian-specific and apparently no one wanted to fix them.

I'm looking for a way to select the fastest local mirror of a repository
with locally built packages. So I don't need to know the set of mirrors
for either Ubuntu or Debian; I'll provide that list separately.

Are there any tools available in Ubuntu that be useful to look at?

I am interested in this also. Specifically a console app for use with ubuntu server.
