Ndoutils should be enabled by default

Ndoutils should be enabled by default, at the moment you have to enable it in /etc/default/ndoutils, but it
costs me a lot of time for searching why my nagvis isnt running as it should.

Hi,

this is not a bug, but a feature.

On new installations you have to configure ndoutils to be sure it is used from nagios and verify it with enabling ndoutils in /etc/default/ndoutils at all.

Hi,

I dont really think this is a feature, because people who want to use nagvis and install this
by apt-get want that it runs. They dont want to look after why the hell it isnt running.
