The *pmem* kernel modules (e.g. nd_pmem.ko) seem to be part of the linux-modules-extra-* package, which apparently is not part of ubuntu-22.04-server-cloudimg-amd64.ova

Maybe it is possible to install the linux-modules-extra-* package fitting to the kernel that you are running and then loading the pmem modules.

Excuse my ignorance, but how do you want to access the persistent memory from a cloud system (which is the dedicated environment for the cloud image)?
