please migrate natty nco to 4.0.7

hi,
i'm the upstream author/maintainer of nco.
debian recently uploaded version 4.0.7, which contains significant bugfixes.
please migrate the nco scheduled for natty from 4.0.2 to 4.0.7.

Log a bug stating the bug fixes and security holes the new version closes and it may be added
