where to get ncl-ncarg 6.4.0 ?

I see that binary builds of this ncl software have been produced for artful.
but I cannot work out where they live (ubuntu or launchpad ppa?) and so how to access them via sources.list magic.
ideally I would like to draw down this package from artful onto my zesty system without upgrading as it will be the only out-of-the-box change I will make.

There is 6.3 in the universe repository for Zesty.

Is 6.4 so very different?
