How to move file?

This will seem basic, and I apologize. I am very new to linux.

Downloaded a skins file to my desktop. Opened file manager and located the folder where I was instructed to place the skins file. When I drag and drop the file to the folder it will not "stick" in the folder, but rather, "rubberbands" back to the desktop. It's as if I am not allowed to move this file to the folder. What am I doing wrong?

if you are new in ubuntu, you can bring the dos commands, the ubuntu termilan haves any commands same that dos.

Hi,
if the file is not supposed to go in your home directory, you'll need access as root.
Example directory would be:
/usr/share/...

Option is to open Nautilus as root in a terminal and move the file from desktop to target folder:
gksudo nautilus
password for Mike: you don't see anything when typing it

However, the root command should be used carefuly and with advanced knowledge.

try start->system->settings->themes (or the like - i have a german system) and drag-and-drop your themes file into the new window. even if it "rubberbands" back, you should see a new theme in the window. just click on it.
