the program in question, is a windows program not an ubuntu program. you may want to try out one of the ubuntu alternatives to this program such as Eye of Gnome (installed by default), Gimp (installed by default) or gthumb.

if you are determined to use this windows program you can try to install it in wine, there is no guarentee it will work and you won't recive any bug/security fixes from ubuntu for this software.

Eye of Gnome is ok.. but not as feature-rich and comprehensive as IrfanView. I'm sure the funztionalities could be added though:
