Nautilus - cannot copy files on Ubuntu 16.04

I upgraded the packages and noticed just now that I cannot copy files via nautilus.
I right-click on a file via nautilus and the "copy" and "paste" rows exist but are NOT clickable.

The 'cp' command works well.

This happens on Ubuntu 16.04.

I noticed the following bug report:
https://bugs.launchpad.net/ubuntu/+source/nautilus/+bug/1322925

But it is old and the status is "Fix Released".
Also I don't understand if they know that the bug exists on Ubuntu 16.04 ...
Should I open a new bug report?

Is it the same in all file managers?

I suggest you post on the bug and say you are still affected by the bug
