"Broken" filters

10 broken packages, how do I go about correcting this problem?
Can't find Package Manager or apt-get as instructed.
I am new to Ubuntu, also using Windows XP Home.( Microsoft)

open a terminal by using the menu applications>accessories>terminal
type:
sudo apt-get install -f

enter your password when prompted. it will not show, so just type it in and hit enter
