In some programs you have to specify which sound output plugin you want to use.

Which program are you using that you expect should make a sound?

also, check you sound settings: System--->Preferences---> Sound
most people use alsa for the sound, you havent been very specific with the question,
do you have anyother information?

removed ubuntu will tey another os
