According to http://en.wikipedia.org/wiki/APK_(file_format) apk is the file extension used to distribute and install application software and middleware onto Google's Android operating system. The MIME type associated with APK files is application/vnd.android.package-archive.

I would not expect to find anything on Ubuntu that allows you running such file.

DOS/Windows executables might run with the wine emulator.

If you are sure it is a windows application, you can mark the file as executable and run it in wine. I also believe it is an Android installer and not a windows app, but file extensions mean very little in Linux so it could be ok.
