no network connection download transfer problem

I cannot transfer downloaded files to a usb because my downloads window in ubuntu is disabled because there is no network connection even though firefox is open in another window. How do I resolve this problem

What exactly is the error message you receive ?

Probably you will have not the permissions to transfer those files into Usb-stick , but where the "network connection" problem , applies here ?
