My top and bottom panels disappeared.

When i started my computer today the top and bottom panels were gone. I tried to go to the panels manager and when i click on it, nothing comes up. I have no clue what I am doing, so please help!

i did that and it worked,

however when i restarted my computer the panels were gone again.

what should i do to make it permanent?
