Duplicating bootable CD

If I have a bootable Ubuntu CD, how do I duplicate it? When I just copy all the files over to the new CD, the computer will not boot off of the copied CD, and boots off of the hard drive instead.

You have to copy the whole CD, not only files.
What makes that CD bootable are data in so called boot sector of the CD.

You can copy the CD from Ubuntu right-clicking on CD icon and selecting "Copy CD" or use almost any CD recording software.

Please note that Windows XP usually doesn't have a CD recording software preinstalled. You may use Nero, CDBurningXP (http://cdburnerxp.se/home), IMGBurn (http://www.imgburn.com/),...

By this can I create any kind of bootable cd including Ubuntu,windows xp from the original bootable cd or dvd.Do u mean copy in Ubuntu system.

If the original bootable CD is not copy protected, yes, you can copy the CD and the copy will be bootable.

Creating a custom bootable CD is harder and can't be explained in a few lines, you'd better look for howto guides on the web.
