Include patch http://svn.mythtv.org/trac/attachment/ticket/7481/libavformat.diff

Hi,

would it be possible to include http://svn.mythtv.org/trac/attachment/ticket/7481/libavformat.diff in the packages. This fixes stuttering on 720p/50 channels. For example ARD HD/ZDF HD/arte HD.

We don't include patches that aren't included in upstream (including random patches on trackers). Please ensure that it gets accepted into the upcoming 0.23 release.

This is included in fixes now anyway.
