mysql-admin link in "Applications -> Programming" menu by default?

By default it seems that mysql-admin's menu item (under gnome) goes into the "Applications -> Programming" menu. Is this the intended placement or should it perhaps be shown in "Applications -> System Tools" instead, like pgadmin3?

As you can see in your desktop file, this is how mysql-administrator is registered:

Categories=GNOME;Application;Database;System;
Categories=GTK;Database;Development;Application;

Note that it is coming from upstream. It is indeed a pretty badly written desktop file. If you think it worthy you should issue a bug report (note also that Database is an additional category whose main category is Development, and Applications is NOT a good category).
