Additionally you have to be aware that Ubuntu is taking over packages from Debian (to avoid double packaging work), and according to https://packages.debian.org/mycli also Debian has only version 1.16.0 in stable, unstable and testing.

There is already a Debian bug report https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=917965 with the request to upgrade to version 1.19. This now is obsolete and should be extended to request the upgrade to 1.20.1

I suggest that you create a bug report in Ubuntu with a link to the Debian bug.
