"The package system could not be initialized, your configuration may be broken"
This message appearing after I try to run Update Manager . I tried to repoot my system but the problem still exists.

also I can't open Package Manager.

Execute the actions as described in https://help.ubuntu.com/community/PackageManagerTroubleshootingProcedure with the only exception that in step 6 you should not create a new question document, but should continue in this current one.
