Why is MURMUR_USE_CAPABILITIES=0 still default?

Title says it all, murmur has supported privilege dropping for a while now. Its important to allow murmur root for loading certificates and keys as the user expects and is documented.
With this set to 0 by default the user has to first figure out that package manager has subverted the normal server operation and figure out how to disable this. Is this just legacy from some time before murmur supported this feature itself? Has changing the default been considered?
