convert rgb image mask to palette image mask

I have an rgb image which I want to use as a mask for a palette image. When I convert the image to palette I get artefacts around the mask. If I copy the image to the mask channel of a palette image I get artefacts around the mask. None of the settings in image/convert to indexed affect the artefacts.
