how can I draw a thicker outline

in mtpaint, obviously

create a selection and then do ctrl+L for outline ellipse. I'd like to have a thicker line than the one being drawn by default.

Same as with any other drawing tool - use the "Size" slider on the Settings toolbar ("View->Show settings toolbar").
