Locales and keyboard layout not been observed by KDE on 11.04

After fretting over two days, the cedilla letter is not working on my system with an US keyboard. I already set the proper language on the system settings, already set my locale, and set an keyboard layout, but no luck. The cedilla in KDE applications is still being a c with an accent when the proper key combinations - (' + c) - is pressed. This problem is KDE, cause all GTK applications running inside KDE behave normally.
