AMD Radeon card does not report 0 RPM when fan is stopped.

It happens on Ubuntu 18.10 and on another Linux distribution. Say, the graphics card's fan RPM was 2000. Now I set the fan speed to 0% using a fan controller (Radeon-profile, fancontrol). The fan is stopped, but the reported RPM is not 0, but 2000, the last value when the fan was running.
I think this is a bug in the open-source Radeon graphics driver, but maybe my particular card's firmware is erroneous. I cannot be sure, because I have only one card. Is this common?
