1. There is a PPA with such version, maybe that helps. ppa:jonathonf/mysql https://launchpad.net/~jonathonf/+archive/ubuntu/mysql

2. I do not think that there is a plan to do so, unless somebody creates a bug report requesting that this package is backported to xenial.
