Manila Share Creation Fails in Devstack

When I am creating a Manila Share in Devstack, it's failing saying that it is unable to ssh into the instance.

Upon further investigation, I found out that the instance fails to start the NSM service.

Do I need to make any network changes other than creating a router with public network as its gateway and an interface attached to private network?

Environment : DevStack
OS : Ubuntu 14.04 (Server Edition)
