Enabling apache2 cgi module?

On previous releases to Saucy, man2html would work straight away when browsing to http://localhost/cgi-bin/man/man2html
On saucy I had to enable the apache2 cgi module....
sudo a2enmod cgid
sudo service apache2 restart

Is this a bug, a change in man2html or a change in apache.

I suggest you report a regression bug. This should be automatic

Filed https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=804204. Can't use the "link existing bug" feature since that bug report is upstream and not on Launchpad.
