My understanding (which may well be wrong) is that Jean Christophe doesn't like the VIQR input method provided by GTK+ to be enabled by default for Vietnamese locales. The input method is provided by file /usr/lib/gtk-2.0/2.10.0/immodules/im-viqr.so, and its default status can be seen from the following two lines in /usr/lib/gtk-2.0/2.10.0/immodule-files.d/libgtk2.0-0.immodules:
