then how to do

Are you aware that support for Ubuntu 18.04 will end in two months' time?
I doubt that it is worth spending capacity on that old release.

lxqt 1.2 will be provided in Ubuntu 23.04 (to be published in April).
There may be PPAs with a higher version of lxqt for older releases, see https://launchpad.net/ubuntu/+ppas?name_filter=liblxqt for a list of potential candidates.
As far as I can see https://launchpad.net/~lubuntu-dev/+archive/ubuntu/backports has 1.2.0 for jammy (22.04)
