Is there a way to add llvm-toolchain-3.9 from this site into apt sources so the binaries can be installed from apt?

llvm-toolchain-3.9 is contained in the apt repositories for Ubuntu trusty, xenial and bionic (for the older ones in universe, for bionic in main), see https://launchpad.net/ubuntu/+source/llvm-toolchain-3.9

Newer Ubuntu releases have other packages, e.g. llvm-toolchain-10, -11, -12, -13 and -14 etc.

Which Ubuntu release are you running?
Why do you think that you need the 3.9 version and not one of the newer ones?
