The problem is not with lirc but with the ubuntu package configuration.

debian/modules-source/lirc-modules-source.conf needs the following adjustments:

add -DLIRC_SERIAL_SOFTCARRIER
fix LIRC_SERIAL_PORT and LIRC_SERIAL_IRQ to use ttyS0

diff is attached.
