Hot cpu

My question is that,
why is the CPU temperature consequently higher in Ubuntu
than in windows.
More precisely:
I have an Acer Travelmate 5530G with AMD Turion X2 RM70.
In windows with an average cpu load of 10% the temperature is around 55C,
while in Ubuntu with a similar cpu load the temperature is between 65 and 70C.
Is it normal? What's the reason of that big difference and is there a software
way to decrese the cpu temperature to the windows level?

More than likely a kernel problem, so that will be fixed really soon.
A lot of people are experiencing regression with the new kernel so the
issue is being worked upon :D

Thanks for the answer,
I suspected some such a reason,
since it was the same using any desktop,
I tried including gnome, xfce, fluxbox.
I consider this is a problem raised more
or less all previous kernels, because
starting older ones the situation is
very similar. Tanks again, and
I'm awainting for the new kernel.

I asked this question almost two months ago.
The new kernel was released a few days ago.
It did not solve the original problem.
Everithing is the same as before.
Or worse.
Using windows 7 without any particular load
cpu temperatures is under 50C,
using linux it is above 60.
Moreover, if I try to run a more cpu consuming
thing in a few minutes it goes up above 80C.
It never happpens in windows 7 even in case of
100% cpu load.
I would wonder if this problem occured only
on my computer, I think other amd users can suffer it.
I think this is a fundamental issue,
and I think it is unacceptable that such a serious
problem can remain unsolved for such a long time.
I don't really like windows, but now I can actually use
my computer booting windows.
Maybe I should change to another linux distribution,
though ubuntu seemed promising at first look.
Unfortunately I think I have no other choice
but to leave ubuntu.
