limit cpu usage for all applications

I was wondering if it is possible to limit all applications cpu usage or overall cpu usage to a percent for example like what cpulimit does for one application.
the reason that i am interested is that sometimes applications using cpu usage 100% really slow down the system and i am not even able to launch terminal and kill them or use ctrl+esc to kill them.
so is there anything that can do this?
