Playing video cold boots AMD A10, k5.15.0-48-lowlatency

Livecd ubuntu studio jammy
Tried to play an mpeg2 ts file w. VLC
machine immediately cold booted.
Machine had no problem with
ubuntu focal 5.4 kernels.

Is there a workaround to try?

Related: AMD FX CPU hard locked
Playing a different mpeg file
Same livecd, r7-250x discrete GPU
Machine also fine w. various
 ubuntu focal livecds.

24GB RAM, No swapfile

Mpv just cold booted playing an x.264 .ts file produced by ffmpeg , vcodec libx264.
Msg on stderr said nvenc not found.
