Wired connection abruptly slows down and latency up to 100ms

Then look in Important logs:
Disabling IRQ #18

handlers:
irq 18: nobody cared (try booting with the "irqpoll" option)

I get my Linux Mint 19.1 in suspend mode and in a few seconds awake - connection is fast again!
It happens again and again, several times/dozens per day.

Has anyone any idea?

Linux Mint is not supported by the Ubuntu community or Canonical in any way. Mint's support community is entirely separate from Ubuntu's.

None of the "Ubuntu based" distributions are supported here. There are distribution agnostic forums on the Web but this isn't one of them
