Wired connection abruptly slows down and latency up to 100ms

Then look in Important logs:
Disabling IRQ #18

handlers:
irq 18: nobody cared (try booting with the "irqpoll" option)

I get my Linux Mint 19.1 in suspend mode and in a few seconds awake - connection is fast again!
It happens again and again, several times/dozens per day.

Has anyone any idea?

Linux Mint is not supported by the Ubuntu community or Canonical in any way. Mint's support community is entirely separate from Ubuntu's.
