In 9.04, Linux 2.6.28 won't boot with hotcpu callback

When I upgraded to Ubuntu 9.04, I could not boot. This is the first time using Linux 2.6.28, so I tried 2.6.27, and that booted fine. When I tried booting 2.6.28 in recovery mode, nearly the last thing I see in the trace is relay_hotcpu_callback before it dies. I'm wondering if there is something in the 2.6.28 kernel that is too much for my Pentium II 400MHz CPU? If that could be the case, is there any parameter setting in the kernel that would allow me to use Linux 2.6.28?

I'd use a different distribution for very old hardware. Try http://distrowatch.com/ .
